It also serves as an international rule-making and enforcement authority, addressing matters that extend beyond the jurisdiction of any single nation.
The Governance of Magic
The Council oversees the discovery of magic, its use, and the rules governing it. Matters concerning magical practice and regulation fall within its authority.
The Right to Rule
The Council determines how a new king or queen should be selected and the conditions under which they may become the ruler of their nation.
Royal succession is therefore not solely a matter confined to the royal family.
